    Judy Wright is an enrolled member of the San Pasqual Band of Mission Indians and began her career in human resources in 1981 at Hewlett-Packard Company located in San Diego, California. In 2001, she joined Valley View Casino & Hotel, an enterprise of San Pasqual where she serves as Vice President of San Pasqual Casino Development Group, a tribally chartered corporation created under tribal law to oversee the Tribe’s gaming operation. Judy is co-founder of Valley View’s Women at Work program and a founding member of the Southern California Indian Gaming HR Roundtable. Judy first attended NNAHRA in 2003 and has been actively involved on the board since 2012, before assuming the role of President in 2015. Judy’s outlook and vision for NNAHRA has added valuable resources to its foundation, conference and events which have attracted and assisted HR professionals at all stages of their career. Judy’s experience, leadership and wisdom have positively impacted NNAHRA and our colleagues in Indian Country.

    Arnold Williams is a member of the Sisseton Wahpeton Oyate of the Lake Traverse Reservation in South Dakota. Arnold has 18 years of experience working in Human Resources and is currently serving as the HR Director for his tribe. He has also served as Payroll Manager, worked in law enforcement, and held various positions within the gaming industry. He has been involved with NNAHRA since 2006, serving on the Board of Directors, and he currently serves as Vice President. He is active in his community, serving on the Police Commission, Tribal Historic Preservation Office Board of Directors, and as a Gaming Commissioner. He also dedicates his time to preserving the culture and traditions of his tribe and promoting awareness of issues like suicide and alcohol/drug abuse.

    When asked about the value NNAHRA has brought to his work, Arnold shared, "Being a part of NNAHRA has deepened my understanding of sovereignty-based HR practices, recruitment challenges in Indian Country, and strengthened my ability to create effective HR systems that respect the tribe’s values while meeting federal and organizational standards.     Lena McQuary

    Lena McQuary is an enrolled Quapaw Tribal Member of the Quapaw Nation and serves as the Chief Human Resources Officer at Downstream Casino Resort, where she has been employed for 16 years and has progressive experience in human resources leadership. In her role, Lena oversees the HR Department and on‑site clinic. Her expertise includes executive compensation, staff training, recruitment, labor and employment law in Indian Country, and organizational development within tribal enterprise environments.

    Despite the many challenges and obstacles Lena has overcome throughout her tenure, she continues to demonstrate leadership at the tribal, regional, and national levels. She served as a Grievance Committee Member for the Quapaw Nation from 2022–2024 and is an active member within the National Native American Human Resources Association (NNAHRA), where she holds Certified Tribal Human Resources Professional I and II credentials.

    Lena is widely recognized for her contributions to the HR profession and tribal leadership. She was honored as the 2022 NNAHRA Human Resources Leader of the Year, including being named one of the Top 10 Most Influential HR Executives of 2024 by CIO Views Magazine. She is also a strong advocate for community collaboration and human trafficking awareness through her ongoing involvement with the RISE Coalition Program.

    Lena holds a bachelor of science in psychology, a master of arts in executive leadership, and an MBA with a human resources cognate, all from Liberty University. Grounded in respect for the sovereignty of the Quapaw Nation and Indian Country, Lena demonstrates a headstrong and unwavering commitment to tribal development through ethical governance, sound stewardship, and accountability to the Nation and its citizens. Her leadership reflects a dedication to upholding moral integrity, professional standards, and the long‑term strength of Quapaw governmental and standards that support sustainable growth for the Quapaw Nation and future generations.

    Dorothy Cyr is a tribal member of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) and works at Wildhorse Resort and Casino, located in Pendleton, Oregon, where she serves as the Employment Manager. Dorothy has eighteen years of Human Resources experience, including one year serving as a HR Specialist and five years as the Tribal Employment Specialist. As the Tribal Employment Specialist she was responsible for the PRIDE (Proudly Reaching in the Direction of Excellence) Program, a CTUIR Tribal Member program that engages members from hire, to developing career goals, personal development, training opportunities, and youth outreach to retirement planning. The PRIDE Program was the first recipient of the Sam Henny Award in 2012.

He spent his first 10 years working in both the Security and Transportation department. After ten years in operation, Mike joined the Human Resources department where he is currently the Vice President of Human Resources for Valley View Casino & Hotel. In this new role, Mike brought with him his passion for the people side of the business. He attended Cal State San Marcos and completed the Human Resources Management certification program in 2012 and has been a member of NNAHRA since 2011. He obtained his THRP certification in 2016.

    Lorilee J. Morsette is a visionary leader, tribal council member, and accomplished executive who brings over a decade of strategic experience in human resources, tribal governance, and economic development to the NNAHRA Board of Directors. A proud member of the Suquamish Tribe and a Chippewa Cree from Rocky Boy, Montana, Lorilee has built a distinguished career advocating for workforce equity, organizational innovation, and tribal sovereignty across various sectors.

    She currently serves as the chief administrator for the Nisqually Indian Tribe, where she oversees tribal operations, advances organizational strategy, and supports the tribe’s vision for sustainable growth and governance. Prior to this role, she was the chief operating officer for a Native nonprofit in the renewable energy sector, where she led organizational strategy, financial stewardship, and workforce development initiatives that advanced clean energy solutions rooted in tribal sovereignty and sustainability.

    Her leadership spans operational strategy, policy development, and cross-sector partnerships, supporting multimillion-dollar budgets and initiatives that empower tribal communities across the country. As a tribal council member for the Suquamish Tribe, she advances community-led initiatives and serves as a liaison on multiple tribal committees, including the Elders Council, Tribal Gaming, and Investment.

    Previously, Lorilee served as a corporate officer, vice president of national accounts, and director of tribal markets at Mutual of America, a company valued at $32 billion. In this executive role, she played a key part in shaping national strategy and expanding the firm’s presence across Indian Country. She was entrusted with oversight of one of the company’s largest tribal portfolios, where she guided complex financial strategies and built trust-based partnerships with more than 185 tribal governments and entities nationwide. Her leadership helped advance sustainable, community-centered financial planning throughout tribal communities.

    Her career also includes senior HR leadership roles with the Nisqually Indian Tribe — where she previously served as both human resources director and tribal employment rights officer (TERO) — as well as with the Columbia River Inter-Tribal Fish Commission (CRITFC), and the Native American Youth and Family Center (NAYA), where she was an HR manager. Across these organizations, Lorilee implemented transformative HR systems, led organizational change, and fostered culturally grounded leadership practices rooted in tribal values and community priorities.

    A lifelong learner and educator, Lorilee is currently pursuing her doctorate in leadership and innovation at NYU Steinhardt. She is a graduate of Central Washington University and Harvard Business School’s executive education program. She holds multiple professional certifications in HR, business, marketing, and customer service, and is an alumna of the First Peoples Fund Native Artist in Business Leadership Fellowship.

    As a dedicated NNAHRA member and conference volunteer, Lorilee has long supported the organization’s mission to elevate tribal HR professionals. Her appointment to the board reflects her deep commitment to advancing Native-led solutions, strengthening tribal HR infrastructure and mentoring the next generation of Native leaders.
