JOB SUMMARY

Manages all Tribal Historic Preservation Office operation activities and initiatives.

JOB RESPONSIBILITIES

  • Provide outstanding customer service to guests and all other employees by exceeding our mission statement.
  • Review and analyze projects for compliance with the National Historic Preservation Act, and its implementing regulations, as well as other cultural resource laws and regulations such as ARPA, NAGPRA, American Indian Religious Freedom Act, NEPA, CEQA, and other Historic Preservation laws.
  • Perform research and write reports assessing the archaeological impacts of proposed land use or development projects.
  • Prepare necessary data for the budget in area of responsibility.
  • Review project-based documentation including scoping requests, environmental assessments, archaeological reports, ethnographic information, and maps to assess impacts to historic resources.
  • Conduct archaeological field surveys and archaeological monitoring; and author associated technical reports with DPR forms.
  • Draft official correspondence on behalf of the THPO Department concerning development projects, management plans, mitigation measures and any other work-related tasks as assigned.
  • Assist in the operations and management of the Tribal Cultural Monitoring Program.
  • Oversee NAGPRA projects.
  • Maintain and enhance the Tribal Registry geodatabase.
  • Coordinate with Tribal consultants and/or contractors on projects prioritized by THPO.
  • Function as the THPO principal investigator during survey, evacuation and recordation of subsurface features and artifacts.
  • Coordinate with the Tribal Archivist to prepare artifacts for curation as needed.

  • Attend meetings on behalf of the THPO Department.
  • Ensure that all grant programs are in compliance with the Tribal Government Administration & Grants Policies and Procedures Manual.
  • Assist in updating the Tribal Government Administration & Grants Policies and Procedures Manual on an annual basis.
  • Track fiscal budgets associated with tribal programs funded by grants and coordinate with the Tribal Accounting Department to ensure all financial recording, procurement, inventory of assets and audits are performed in accordance with OMB regulations.
  • Promote partnership and dismantle communication barriers by serving as a liaison (i.e., intermediary) between the Tribe, other Native American tribe(s), and federal, state, and local agencies.
  • Coordinate activities with other pertinent agencies and work cooperatively on mutual interests of the Tribe.
  • Maintain excellent communications with all Directors and Supervisors.
  • Implements approved departmental policies and procedures.
  • Ensure the budget for the department is monitored and adhered to by implementing effective processes and procedures.
  • Prepare necessary data for the budget in area of responsibility.
  • Keep abreast of competitive changes including industry trends and local competitive set.
  • Develop, maintain and nurture a positive work environment.
  • Responsible for maintaining a disciplined environment and implement practices that promote safety, quality and productivity.
  • Help coordinate and supervise training, assignments and development of subordinates.
  • Ensure compliance with all Minimum Internal Control Standards (MICS) as well as all Tribal Internal Control Standards (TICS).
  • Present a positive image of the Tribal organization to its guests and vendors and to assist them as required.
  • Must follow all safety policies and procedures and attend all scheduled safety meetings and training as a condition of employment.
  • Able to make difficult decision in a fair and honest manner.
  • Strong verbal and written communication skills.
  • Perform any other duties that may be assigned from time to time.
  • Manage directly and indirectly all employees of the Tribal Historic Preservation Office. Adhere to the Tribal organization’s policies, procedures and applicable laws.
  • Responsible for the overall direction, coordination, and evaluation of this unit.
  • Carry out supervisory responsibilities which include but are not limited to: interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM REQUIREMENTS

  • Master’s degree in anthropology, archaeology, historic preservation or a related field
  • Computer literate including experience with ArcGIS, MS Word, Excel, PowerPoint, Access, and Adobe
  • Must pass periodic random drug screens.
  • Must be able to pass background suitability investigation.
  • Must obtain a Tribal Gaming License.
  • Must obtain all other applicable certifications and licenses.
  • Must provide proof of eligibility to work in the United States within 72 hours of employment.
