JOB SUMMARY
This position assists the Executive Director, Assistant Executive Director and Senior Generalists in the day-to-day operations of the HR Department while focusing primarily on Compensation.
JOB RESPONSIBILITIES
- Takes a lead on all compensation projects for Tribal Administration.
- Confers with managers and supervisors to identify personnel needs, job specifications, duties, qualifications and skills required. Conducts a job evaluation to determine appropriate pay level within Tribal Administration’s compensation program.
- Researches, writes, reviews, and edits job descriptions as needed.
- Under the general direction of the Assistant Executive Director, assists department Directors and Program Managers with promotion and reorganization requests. Drafts memos/correspondence relating to department requests by referencing Policies and Procedures that support the request.
- Assists the Assistant Executive Director in the maintenance of the Tribe’s Compensation Plan. Assists with the gathering of valid external market salary data and assists in performing comparison studies between internal and external markets as needed.
- Makes recommendations to the Assistant Executive Director for improvements or adjustments to Tribe’s compensation plan and classification system.
- On an annual basis, prepares roster of employees scheduled to receive a salary adjustments and processes adjustments throughout the year.
- Responsible for preparing and processing COLA, employee bonus and merit adjustments as approved by Tribal Council each fiscal year.
- Works with Administration and the Accounting departments to prepares fiscal year supplemental budget requests, including Tribal Council presentation. Under the direction of the Director and Assistant Director, presents supplemental budget requests to Tribal Council.
- Assists the Assistant Executive Director with creation and modification of policies and procedures.
- Works with the HR team on ensuring that all Tribal Government human resource activities are in compliance with relevant Tribal, and Federal employment laws and regulations, to include all respective information and tax reporting.
- Tracks compensation data to be utilized for quarterly and annual department reports. Researches compensation software to assist with market analysis. Prepares proposals for approval. Manages system, including implementation.
- Processes severance requests in compliance with Tribe’s severance policy.
- Develops relationships with local tribal HR Departments in an effort to compare compensation data.
- Works with and maintains confidentiality.
- Works on projects and assignments as assigned by the Executive and Assistant Executive Director.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS
- Bachelor’s degree from an accredited technical school, community college or university and five years of related work experience in the HR field, preferably in compensation; or High School diploma or general education degree (GED) and nine years related work experience in Human Resources.
